Senator HERRON (Minister for Aboriginal and Torres Strait Islander Affairs)(11.24 a.m.) —I think I can elucidate the problem and I do not question the bona fides of Senator Margetts. She is quoting from an Australian Electoral Commission information booklet. I can only speak on behalf of ATSIC. I am not responsible for the Australian Electoral Commission that conducts the election.

In terms of information that has been distributed, I have checked with ATSIC and ATSIC said that the only information they have put out is a pamphlet saying: `Why participate in the election?' There is nothing in relation to detail of the election. It appears we are talking about two separate documents. One is the Australian Electoral Commission—is that correct? That has been distributed by the Australian Electoral Commission.

Secondly, ATSIC, through its regional offices and through its councils and presumably through radio as well, has spoken about the election and the timing thereof. I understand there is a booklet on its way from ATSIC which deals with the how and when questions. So there are two separate items that you are referring to, I presume.
