Senator ALLISON —I give notice that, on the next day of sitting, I shall move:

That the Senate—

(a)   notes that:

   (i)   on 21 August 1996 the Victorian Court of Appeal dismissed an attempt by the Victorian Government to have set aside a writ issued by the Kew Cottages and St Nicholas Parents Association, and

   (ii)   the writ alleges that the Government failed to provide a proper standard of care to the residents of Kew Cottages and that it had failed to observe other obligations under the Intellectually Disabled Persons Services Act;

(b)   condemns the Victorian Government for again wasting valuable resources mounting legal challenges against its critics rather than addressing the substance of their allegations; and

(c)   calls on the Victorian Government immediately to focus on the task of providing a proper standard of care to the mentally ill in Victoria.
