Senator SPINDLER(3.23 p.m.) —The Australian Federal Police Amendment Bill 1996 gives the commissioner the general power to determine the appointment of individual members or staff members of the AFP. There is one exception—that is, if that determination is due to the behaviour of the particular person who was or is an employee or a staff member and the commissioner makes a declaration that the appointment was ended for serious misconduct, the normal appeal provisions under the industrial relations regulations are available.

The bill was clearly introduced to enable the commissioner to take swift action. In the interests of fighting corruption within the AFP, the Australian Democrats believe that the measures that are contained in the bill are well balanced and appropriate. Accordingly, the Australian Democrats will be supporting the bill.
