Senator GIBSON (Parliamentary Secretary to the Treasurer)(11.58 a.m.) —Senator, I am advised that the machinery for calculating the numbers for the supply bills is five-twelfths of the forward estimates prepared by the previous government. That is the essence of it. They are rough estimates to cover the five-month period, by which time hopefully the appropriation bills will have been passed through the parliament. Any surplus moneys are then just wound into the appropriations.
