Senator CRANE (10.42 p.m.) —This is a classic example of an amendment coming in at the last minute to allow the government to get its bill through. I doubt whether the Minister for Foreign Affairs (Senator Gareth Evans) knows what a bathurst burr in the Fitzroy River is, let alone what the practical effects of this particular amendment are.

  I would like to ask Senator Spindler a couple of questions with regard to clause 53. I ask the honourable senator firstly: why is this amendment drafted in such a way that it will not cover the creation of new leases in Western Australia? Since Senator Spindler moved this amendment, he would be aware that there has to be new legislation in Western Australia to allow new leases to be created. There is no provision for lease renewal or an extension of time; there has to be a new lease. Secondly, in putting forward an amendment such as this, why has he discriminated against the mining industry? So there are two points: firstly, why has he discriminated against Western Australian pastoral lease holders; secondly, why has he discriminated against the mining industry?
