Senator CRANE (10.38 p.m.) —This amendment is all encompassing. It does not allow for variation by state government statute. I hear what the honourable senator is saying about referring it to Senator Gareth Evans, but it is not appropriate to refer it to him because it is her amendment. The honourable senator is from Western Australia and represents, one would hope, all Western Australian interests. It is important when moving an amendment in this place to at least understand what is being moved and the impact of it.

  To that I would add that this will also have important ramifications for all pastoral leases, including the 10 per cent held by Aboriginal interests. So I ask the honourable senator precisely what she means by `rights'?
