Senator GARETH EVANS (Minister for Foreign Affairs) (8.24 p.m.) —The working assumption is that the common law provision applies from the centre of the earth to the heavens, excluding mineral rights attached to the bit in the centre of the earth. The notion of the column of air extending vertically forever is the common law concept of airspace. I cannot remember the context in which Senator Panizza is asking me that question.
