Senator KEMP (6.01 p.m.) —I would like to refer to clause 192, the land fund clause. The minister correctly said to Senator Troeth that it was one of the more important clauses in the bill. I do not want to canvass the issues that Senator Troeth raised. Could the minister indicate to the committee what sorts of sums the government has contemplated being paid to the fund each year? That is my first question.

  My second question is: will the moneys be given in terms of grants or in terms of loans? My third question is: is it possible those grants could be made to individuals? My final question is: is it contemplated that moneys from the fund could be used to purchase urban property; in other words, defining land in perhaps a broader sense?
