Senator HARRADINE (9.16 a.m.) —A number of technical and legal questions have been asked in this committee of the whole debate. It did not surprise me to hear the Minister for Foreign Affairs (Senator Gareth Evans) say that there had been discussions with the states, but it did surprise me to hear him say that one of the criteria that may be lacking in the laws of certain states is the criterion on just terms. That came as a little bit of a surprise to me, to be quite frank. I had not realised that. I had assumed that that would be an absolutely essential criterion for compensation.
