Senator MINCHIN (11.11 p.m.) —One of the things that is concerning pastoralists, rightly or wrongly, is that many of them would love to have more secure or stronger title to their leases. They would love to have freehold title. Pastoralists observe that, under this provision, Aboriginals with pastoral leases will be able to convert them to a title that gives them certain rights and privileges that they do not otherwise have. They, as pastoralists, cannot make that conversion. That is one of the causes of resentment. Could the minister enlighten us as to the policy reason why the government is going so far beyond the High Court judgment and thus causing this concern?
