Senator BOSWELL (Leader of the National Party of Australia) (8.39 p.m.) —I am finding it difficult to understand why the minister would say that the government did not have the numbers to proceed on 16; it did not have the numbers to proceed on 14 either, but it chanced its arm on that one. I would have thought that the purpose of the Senate was for the government to put up the amendments that it required and it would be up to the Senate whether it wanted them or not. To work the numbers out would have required only a division.
