Senator KEMP (8.23 p.m.) —The minister and I are aware that someone who is being vexatious may well see a chance to get an advantage from a particular leaseholder. Is there no comfort that the minister is able to give in terms of dealing with the vexatious claim, because one person's vexatious claim may well be another person's feeling that there is a valid claim?

  I put it to the minister that there is a very major concern amongst developers and pastoralists that these vexatious claims can be used as a form of blackmail in order to put pressure on companies. I do not think that what the minister has said will give any comfort at all to those who are genuinely concerned about this matter. Is there nothing more that the minister is able to say?
