Senator ELLISON (6.29 p.m.) —I ask the chamber's forgiveness for straying off the topic into clause 40. We will come to that later but—

Senator Gareth Evans —Can we finish dealing with clauses 25 to 39? We have been on them all day. Can we do that before we wind up at 6.30 p.m. so that we can have a little sense of achievement? Is it possible to pass those clauses?

Senator ELLISON —In all fairness, I have hardly spoken today and I think I have a contribution to make. Clause 25(2)(e) states:

(e) any other act approved by the Commonwealth Minister, in writing, for the purposes of this paragraph.

Sitting suspended from 6.30 to 8.00 p.m.

Senator ELLISON —Does paragraph 25(2)(e) relate to the ancillary acts concerning roads relevant to the particular venture, mentioned earlier by Senator Bishop—not the act itself but acts enabling the main act to take effect? It refers to acts `for the purposes of this paragraph'. I was confused by the Minister's reference to the access roads being part and parcel of it. If that is the case, why is this paragraph necessary?
