Senator CAMPBELL (4.02 p.m.) —The point to this is that it is not only mining. The provisions of clause 25 bring in other things. The forest plantation situation is an easy example for people to understand, but there is a range of other circumstances. This clause supports in part the Greens' proposition that native titleholders and claimants are specifically excluded from negotiating these sorts of deals, whereas people in a freehold situation could do so. To that extent, I think we have a discriminatory situation being established.
