Senator CAMPBELL (4.01 p.m.) —I did not want to debate that now. I made one comment that was a slight exaggeration and the Minister for Foreign Affairs (Senator Gareth Evans) has just spent two minutes reacting to it. The point I was trying to make was that native title claimants can be a party to these negotiations. If a profit sharing deal came up—this is something that could happen if the Crown sought to grant a forest plantation lease over some crown land that was subject to native title claim—the tribunal could not resolve the matter because it would be totally outside the jurisdiction of the tribunal. It is barred by this provision from finding some agreement.
