Senator CAMPBELL (3.54 p.m.) —I want to return to the forest plantation lease example. I think a fundamental error has been made in the minister's original answer. With things the way they are at the moment, the government cannot grant a forest plantation lease over a piece of freehold land. If the government were to grant a forest plantation lease over native title land, it would have to compulsorily acquire the native title land to establish it.
