Senator GARETH EVANS (Minister for Foreign Affairs) (2.48 p.m.) —I do not know quite what Senator Bishop means by the way she puts these things. It is always so crude and highly summarised. The state compulsory acquisition law can operate on its own terms subject to a limitation that is imposed by the Commonwealth legislation; namely, where that compulsory acquisition for a third party, to take a current instance, applies in a way that impacts upon a native titleholder, then that does give rise to right to negotiation under the legislation. That is the answer I gave, and I really do not want to be taken as characterising it in any other way.
