Senator CAMPBELL —by leave—I would like to ask the minister whether he intends, in his contemplation of an orderly process, to discuss the substantive issues that relate to clause 25 and then consider amendments to clause 36? It will take the cooperation of all honourable senators here if we want to create an orderly process and not have it imposed upon us by a rolling guillotine. I think it is important that we do understand, with goodwill between all of us, that there is some orderly process going on here. If we jump from a consideration of the substantive issues relating to clause 25, and then—because Senator Chamarette gets the call—move an amendment to clause 36, the whole process will break down and we will be here a lot longer than we would like to be. I seek the minister's response.

The TEMPORARY CHAIRMAN —The committee will follow the running sheet which says that clauses 25 to 39 will be dealt with together.
