Senator GARETH EVANS (Minister for Foreign Affairs) (12.34 p.m.) —No, that is not what I am saying. Those clauses which depend for their practical operation on regulations being in place obviously cannot commence operation and cannot be proclaimed into effect until that substructure is ready. But there are many other clauses of the Native Title Bill which do not depend on having regulations and so on in place in order for them to have rational and immediate effectiveness. That is the path that we certainly intend to go down.
