Senator SPINDLER (11.44 p.m.) —I have a couple of comments on what Senator O'Chee has just said. Subclause (3) of the government's amendment clause says, first of all, that this clause covers `a legally enforceable right created by the making, amendment or repeal of legislation before 1 July 1993'. So that statutory rights created are caught by that provision and can be renewed.

  Further, in the next subsection it does not mention the term `lease'. The minister has used the word `lease', but it does not say that. It says, `an offer, commitment, arrangement or undertaking made or given'. I cannot think of another provision in law that is as widely drawn as that. It virtually includes any written document, including the back of an envelope on which someone has scribbled a brief agreement, and they can renew it under this particular section. Does the minister have any comment on that?
