Senator SPINDLER (10.15 p.m.) —The Australian Democrats will be supporting this amendment and welcome the government's support for it. It is quite clear that without this amendment there was a very significant loophole in the bill, allowing state governments to simply slap a reservation over large areas of land without actually using it for the purpose or, for that matter, ever using it for the purpose. They could very often change the purpose and simply use this mechanism to keep land out of the hands of native titleholders. I think the amendment is extremely necessary and urgent, and we had one formulated in the same terms, as Senator Kernot is reminding me. In this particular case, we withdrew ours to allow the Greens to move this one.
