Senator CRANE (8.27 p.m.) —We are now getting into that aspect of the act where the rights of the states are being greatly interfered with, in that the right to manage their land—as determined by the constitution—is being interfered with or taken away. I think taken away is probably the better term there. What happens in the situation where a state government wants to grant a pastoral lease or a number of new pastoral leases over vacant crown land? Can the state governments grant that, as they have done in the past, or does this part of the legislation before us stop that?

Senator Gareth Evans —I am not sure that I understood that question.

Senator CRANE —The granting of pastoral leases has been the right of the various state governments. Does this clause prevent the state government from doing that?
