Senator TAMBLING (3.54 p.m.) —I thank the Minister for Foreign Affairs (Senator Gareth Evans) for that information and his response to the Greens' amendment. I notice that the Greens' amendment, as circulated, also refers to clauses 16, 22 and 225. This impinges on the answer the minister has just given on those issues concerning the high water mark and the low water mark. One of my apprehensions and concerns on that amendment of the Greens, which is in three parts, is that the Greens amendment to these other clauses would in effect have quite major economic implications. Those clauses increase rights to compensation and in fact elevate native title rights to something greater than other interested land-holders can hold. So again I seek the minister's clarification on the Greens' amendment 3A which addresses clauses 16, 22 and 225.
