Senator ALSTON (Deputy Leader of the Opposition) (10.39 p.m.) —Of course it does. This amendment is all about whether the RDA has primacy. If we identify one area where the minister says that work still needs to be done to ascertain whether, in fact, individuals will be able to exercise their rights in accordance with the RDA or whether, in fact, they will be told that the body corporate will do it for them, that is a very live issue. If the minister does not currently have the answer, I would have thought the sensible and reasonable thing to do, in the minister's usual spirit of magnanimity, would be to allow for due consideration, at least on the minister's part, so that we can come back and have a sensible discussion tomorrow.
