Senator ALSTON (Deputy Leader of the Opposition) (10.31 p.m.) —Section 10(3)(b) of the Racial Discrimination Act would appear to expressly outlaw any law which contains a provision that prevents or restricts the transfer of management of property owned by Aboriginal and Torres Strait Islanders. Presumably that makes it clear that it ought to be possible to transfer native title from a body corporate to individual holders. Given that that would now be an overriding provision as a result of proposed new clause 6A, could the minister indicate what section of the Native Title Bill would enable that transfer to take place, if that were the wish of the individual holders?
