Senator WOODLEY (3.37 p.m.) —The Democrats oppose this clause because we are opposed to allowing the Department of Social Security to work test newstart recipients. As I said in my comments to the previous amendment, the Commonwealth Employment Service is a far more appropriate body to supervise allowees' jobsearch activities as it has the capacity to take into account individual factors. The work testing conducted by the Department of Social Security is mechanical in nature and will do nothing to place long-term unemployed people into jobs. This whole exercise needs to be seen for what it is—a process of knocking off people's allowance.
