Senator TEAGUE (10.20 a.m.) —The opposition continues to call on all honourable senators to support the amendment to preserve the country areas program. The last plea of the Minister for Science and Small Business (Senator Schacht) was on the 2 a grounds of evaluation. Nobody is standing in the way of evaluation. No-one is standing in the way of the CAP moneys being used for the best outcomes for country children. There is nothing stopping that evaluation. Reference has been made to there being state guarantees that there will be undiminished moneys for the CAP. That is a `hope so' intention of this government. No agreements are in place; no intention to sign an agreement is in place.

  What we have before us is one issue: will the amount of resources for the country areas program be preserved? Will the country areas program be preserved, or will it be lost, submerged, broadbanded flexibly into an unknown? That is the issue, and that is why I believe that a majority of the committee has adopted the correct position, and the wisest position on behalf of children in rural areas, to ensure that, by this set of amendments, the country areas program is retained.
