Senator FAULKNER (Minister for Veterans' Affairs and Minister for Defence Science and Personnel) (9.16 p.m.) —I will make some brief comments now and also one or two in the committee stage in the interests of moving this along as quickly as possible. The Veterans' Affairs Legislation Amendment Bill (No. 2) 1993 gives effect to one budget decision as well as three other policy amendments.

  The bill extends the benefits available under the veterans' children education scheme to the children of veterans in receipt of extreme disablement adjustment. The bill also extends for a further year payment of an advanced pharmaceutical allowance to chronically ill service pensioners with a high volume of prescription drug use. This extension already applies to the Social Security Act.

  The bill contains two other provisions, which of course Senator MacGibbon spoke to at length, which relate to the income and assets tests—one amending the definition of shares and listed securities, and the other relating to allocated pensions. Both mirror existing provisions in the Social Security Act and both deal with addressing potential loopholes in the existing legislation. I commend this bill to the Senate.
