Senator CROWLEY (Minister for Family Services and Minister Assisting the Prime Minister for the Status of Women) (8.02 p.m.) —The government does not accept Senator Harradine's request. The bill makes it quite clear that this cash rebate legislation is designed for the situation when both parents are in the work force in paid work. As the bill says, they will be eligible for the cash rebate.

  Senator Lees gave the example of people doing voluntary work. They would most likely be using occasional care. Occasional care fees is a similar form of assistance to child-care assistance. That definition of `not two parents in the paid work force' is not acceptable to the government under the clear policy of this bill.
