Senator PANIZZA (6.08 p.m.) —Now that we are dealing with the appropriate section, I might be able to get an answer to my question. I have closely examined the next page that was pointed out to me by the minister. The next page does say:

In forming an opinion about the relationship between 2 people for the purpose of paragraph (2)(a) or subparagraph (2)(b)(iii) . . .

That is far as the minister goes. It says nothing about (2)(b)(iv) in relation to prohibited relationship. I cannot see the minister's reference to social security. So I ask, once again, how the minister defines a prohibited relationship. The prohibited relationship is shown; it is described in a footnote. But I am looking for an answer in relation to a household of convenience, as I called it—brother and sister, or something like that—and where the minister would say people are in a prohibited relationship. And what about a child that may be in that household? I would like an answer to that question. I know it is about the fourth time I have asked it, but now that we are in the right section I would like the minister to give me an answer.
