Senator CROWLEY (Minister for Family Services and Minister Assisting the Prime Minister for the Status of Women) (12.37 p.m.) —If we are moving an amendment, it is quite clear that the definition of `family' has changed. I think that is beyond dispute. I am actually moving an amendment to make the definition of `family' clear.

Senator Herron —Are you resiling from your previous position?

Senator CROWLEY —Senator, this could go on for a long time and I do not think we would be advantaged. I have said that the debate about the definition of `family' properly belongs in the year; this is not the bill to have carriage of it. To expedite matters about cash rebates, I have circulated an amendment to make clear the definition of `family'. This definition is in line with the social security definition of `couple' and therefore `family'. We will leave the debate about what the family is, or can be, in law for a later time.
