Senator TIERNEY —I give notice that, on the next day of sitting, I shall move:

  That the Senate—

  (a)declares its concern at the unsatisfactory research methodologies adopted by the Australian Broadcasting Authority in acting upon Schedule 2, Part 6, paragraph 10(1)(g) of the Broadcasting Services Act 1992 in relation to extensive, Australia-wide qualitative and quantitative research on community standards of taste and decency in relation to classifications for pay television; and

  (b)resolves that it will:

    (i)not approve the broadcast by subscription television licensees of programs classified `R' by the Office of Film and Literature Classification following a recommendation by the Australian Broadcasting Authority based on such research, and

    (ii)consider the approval of the broadcast of `R' classified programs by such licensees only after the research, including any particular research project, on which the Australian Broadcasting Authority bases any recommendation:

    (A)has been carried out following consultation with, and agreement by, the Select Committee on Community Standards relevant to the Supply of Services Utilising Electronic Technologies as to its purpose, scope, design, methodology, duration and publication, and

    (B)has been completed to the satisfaction of that committee.
