Senator McMULLAN (Minister for the Arts and Administrative Services) (11.38 p.m.) —Senator Parer is making something simple complex. The words of the clause are straightforward: the commission has the legal and the collective intellectual capacity to apply it intelligently. How the clause applies in practice will be determined in prospect—we will be able to look back on it and see how it worked. Although Senator Parer has been concerned about past award flow-ons, this clause simply takes that out of potential consideration for the commission. It is a straightforward and sensible proposal.
