Senator PARER (8.35 p.m.) —I never cease to be amazed by the Democrats who, when it comes to the crunch—as they are showing here this evening and as they have shown previously—seem, for every reason in the world, to be prepared to dump on the small business sector in this country. This is not the first time but about the fifth or sixth time that they have just ratted on the small business sector.

  Senator Bell has not given us any examples. He said, in response to Senator Kemp, that he believed that people in the small business sector supported this type of legislation. Nothing could be further from the truth. It is a figment of Senator Bell's imagination—I think that is the most polite way I can put it and remain within the bounds of parliamentary language.
