Senator McMULLAN (Minister for the Arts and Administrative Services) (4.27 p.m.) —Given the laws of arithmetic, which have not changed, I can work out that the government is going to lose. For the record, we are opposed to this amendment. I am rather surprised that the opposition is agreeing to it because I think that existing provisions, which will enable the full bench to at any time review the operation are quite sufficient, rather than making it mandatory. As I said, I can count. I will not waste the time of the Senate with an oration, which I fancy might fall on stony ground, given that 39 votes have just been committed in the other direction. I simply say that the government opposes the amendment.
