Senator PARER (7.10 p.m.) —I refer to the questions raised by Senator Kemp. The minister indicated that he would handle the bill clause by clause as it went through the committee stage. It is my opinion, rightly or wrongly, that the general questions raised by Senator Kemp go to the principle of the bill. If the minister could respond to those questions now, it would preclude the necessity of dealing with the bill clause by clause as we get to them. There is also the probability, with the number of amendments, that the general questions of principle raised by Senator Kemp may be missed when we get to those particular clauses.
