Senator FAULKNER (Minister for Veterans' Affairs and Minister for Defence Science and Personnel) —by leave—I move:

  That so much of standing order 55 be suspended as would prevent the Senate sitting between 12.45 p.m. and 2.00 p.m. this day, to allow further consideration of business of the Senate orders of the day Nos 1 and 3 relating to the Guidelines for Determination of Eligible Child Care (Child-care Assistance).

I want to inform honourable senators in the chamber and those who might be listening to this in their offices that the proposal agreed to by the government and the opposition is that we allow this debate to conclude during the lunch period. But any divisions or votes that might need to be taken in relation to either of these business of the Senate notices of motion will not occur during the lunch period but will be scheduled to occur after the time for taking note of answers after question time today to enable any senators who may have commitments at lunchtime to fulfil those commitments. I make it absolutely clear that it is not the intention of the government or the opposition that we move to divisions. The intention is that we conclude this debate during the lunch period.
