To the Honourable the President and Members of the Senate in Parliament assembled:

  We, the undersigned citizens of Australia, respectfully submit that:

  The High Court's Mabo decision has caused division and dissension, uncertainty, resentment and economic damage in Australia.

  Mabo will not solve the social, educational, housing and other problems of Aboriginal people.

  Mabo is an attack on our Federal system of government, under which the absolute control of Crown lands and management of land titles have always rested with the States.

  The only solution to Mabo is a referendum of the Australian people for a law to overrule the High Court and re-establish equal land rights for all Australians, under the normal procedures of State and Territory laws.

  And we strongly urge the Senate to reject any other proposed solution.

  And your petitioners, as in duty bound, will ever pray.
