Senator COOK —Yesterday I answered a question from Senator O'Chee concerning AQIS and Mr Bisset, a consultant to AQIS. I have now received from the Department of Primary Industries and Energy additional information concerning the contractual arrangements relating to Mr Bisset. The Department of Primary Industries and Energy has been advised by the Department of Finance that Mr Bisset was selected for the provision of consultancy services for the commercialisation of AQIS on the basis of quotes it had received from five known suppliers. Other companies approached included Price Waterhouse and Aspect Computing.

   Finance's decision to employ Mr Bisset was based on the quality and price of his quote and the work which he had previously performed for the Department of Finance. The Department of the Arts and Administrative Services Commonwealth government procurement guidelines do not require contracts of this nature to be gazetted for public tender. Gazettal is not required where an authorised person has decided to confine an approach to known suppliers or a particular market sector.

  Under finance regulation 43B, gazettal of the details of contracts awarded for amounts over $2,000 is required. This was done in regard to the Bisset contracts. The actual dates of publication of the Bisset contracts in the Gazette were: 23 October 1991, 19 February 1992, 23 September 1992 and 21 October 1992.
