To the Honourable the President and Members of the Senate in Parliament assembled

  The petition of the undersigned shows:

  We the undersigned citizens respectfully submit that the Government's proposal to charge users of off-road diesel fuel a tax equal to one per cent of the amount rebated to them through the Diesel Fuel Rebate Scheme under the Diesel Fuel (Excise Duty Rebate) Administration Charge Bill 1993 and the Diesel Fuel (Customs Duty Rebate) Administration Charge Bill 1993 be abandoned. The Petitioners note particularly that:

  1.Users of off-road diesel fuel currently receive a full or partial rebate of fuel excise paid in recognition that they should not have to contribute to road funding and maintenance in the same manner as on-road users of diesel fuel;

  2.We object to being forced to pay fuel excise on diesel fuel and then being charged a tax, which the Government is calling an `administration fee', to have that money returned to us as a rebate;

  3.This tax sets a dangerous precedent and could lead to governments charging similar taxes on rebates, such as those for personal income tax.

  And your petitioners, as in duty bound, will ever pray.
