Senator COLLINS (Minister for Transport and Communications) (9.42 p.m.) —I make it absolutely clear that I have not dashed anybody's hopes and nor have I raised them. I am simply indicating that there is nothing inconsistent in what I have said, and that is that the government has not adopted a position on self-government—whatever that might be, because the very words need a lot more definition than they currently have in terms of what that might require. There is nothing inconsistent in what I have said about it and what Mr Tickner has said about it.
