Senator HARRADINE (11.49 a.m.) —I want to ask the Parliamentary Secretary to the Minister for Primary Industries and Energy (Senator Sherry) a question about the likely volume of work that the tribunal will be required to bear within, for example, the first six months of its operation. This question impinges directly upon Senator Watson's point about the problem of people in necessitous circumstances.

  If there are going to be considerable delays in the settlement of complaints because of the volume of work to be shouldered by the tribunal, there really is a problem. It may be an insoluble problem, but that will not put bread on the table of likely beneficiaries who rely on that income for their standard of living.
