Senator BELL —I give notice that, on the next day of sitting, I shall move:

  That the Senate—

  (a)notes, with concern:

    (i)that the Federal Airports Corporation (FAC) has threatened off-airport car rental companies with revocation of their `authority to trade' at airports unless they sign `Alternative A' Rental Car Contract by 15 November 1993, and

    (ii)the report of the Prices Surveillance Authority (PSA) of June 1993 in which it:

      (A)recognised that the presence of car rental operators at airports is solely to pick up clients and not to conduct business, and

      (B)stated `that any charge levied for airport access simply reflects the market power of the FAC and such charges are likely to have some impact on competition in the car rental market'; and

  (b)calls on the Minister for Transport and Communications (Senator Collins) to urgently investigate and report to the Senate whether the FAC has the approval of the PSA and the Trade Practices Commission to insist that contracts with off-airport car rental companies be entered into.
