To the Honourable the President and Senators assembled in Parliament:

  This petition of citizens and residents of Australia draws to the attention of the Senate our opposition to specific changes proposed to the Higher Education Funding Act 1988 and associated subordinate legislation in the 1993-94 Federal Budget introduced by the Treasurer in the House of Representatives on Tuesday 17 August 1993.

  Specifically, we the undersigned oppose:

  (i)proposed measures whereby students taking more than an extra semester to complete their first undergraduate degree accumulate debts at standard HECS rate x 1.5;

  (ii)proposed measures whereby students enrolling in second undergraduate degrees accumulate debts at standard HECS rate x 2; and

  (iii)proposed measures whereby the rates of prepayment increase from 2, 3 and 4 per cent of taxable income up to 3, 4 and 5 per cent for the three thresholds respectively.

  We strongly urge the Senate to reject these measures.
