Senator COULTER —I give notice that, on the next day of sitting, I shall move:

  That the Senate—

  (a)congratulates the Minister for Health (Senator Richardson) on his firm and principled stand on tobacco advertising, on the protection of the health of the Australian people, especially its children, and on his preparedness to use the corporation powers under the Constitution to pull an erring Victoria into line;

  (b)recognises that there are analogous agreements between the States and the Commonwealth regarding environmental protection, especially of forests; and

  (c)urges a very weak and vacillating Minister for the Environment, Sport and Territories (Mrs Kelly) to follow Senator Richardson's example and move to protect the environment of Australia's children using all the powers, including the corporation powers under the Constitution, which are clearly available to her.
