Senator Bell asked the Minister representing the Minister for Finance, upon notice, on 18 August 1993:

  What was the number of Commonwealth Government employees issued with a group certificate in Tasmania in each department at: (a) 30 June 1993; (b) 30 June 1992; (c) 30 June 1991 and (d) 30 June 1984.


Senator McMullan —The Minister representing the Minister for Finance has provided the following answer to the honourable senator's question:

  The number of Commonwealth Government employees on the Department of Finance PAY system who were issued with a group certificate on the Department's Tasmanian Tax Employer Group are shown at Attachment A.

  For the 1990-91, 1991-92 and 1992-93 financial years, the number of group certificates issued was obtained from the Department of Finance PAY system, Reconciliation of Group Certificates Issued Report for the Tasmanian Employer Group. Those reports have a statutory retention period of seven

years only. The number of group certificates issued for the 1983-84 financial year was obtained from another PAY system report; the Form 25 History.

  It should be noted that the number of group certificates issued does not accurately reflect the number of Commonwealth Government employees actually located in Tasmania as at the 30 June in each or any year for the following reasons:

  it includes group certificates issued on retirement, resignation and death;

  where an employee is promoted, or transfers, to another agency in that state it includes issues on behalf of both the losing and gaining agencies;

  it includes employees with different periods of employment, eg casual employees;

  where the personnel functions of some agencies are either centralised in Canberra or carried out in another state, eg Victoria, the group certificate issue records for employees located in Tasmania are reflected against the payroll of the servicing state, ie not against Tasmania; and

  some Government Business Enterprises (or sections thereof) have not been a user of the Department of Finance PAY sytem while other agencies, such as the Civil Aviation Authority, have chosen to leave that system.
