Senator TEAGUE (12.13 p.m.) —I rise very briefly to acknowledge the answers to my three questions from the Minister for Transport and Communications (Senator Collins). I also acknowledge Senator Kernot's remark during the second reading debate that she was not imputing to the opposition any wish to get at ATSIC. She was making comments about the community at large. I want to make the clear affirmation, on behalf on the opposition, that we were not trying, by any of our remarks, to make life more difficult or more onerous for ATSIC. We want the reforms to the ATSIC legislation, and through those other reviews that we have called for, to make the whole of ATSIC's processes and outcomes more transparent, more open and more constructive.

  In the light of the failure of the second reading amendment that I moved, I conclude by referring to the estimates process of the parliament and to the program performance statements that are a part of that estimates process. I believe that we in this chamber will be looking carefully for ATSIC to include explicit objectives in its programs. We want ATSIC to monitor its own performance. If there are ways in which we can assist ATSIC to make the evaluation of its programs more transparent, and to demonstrate the achievement of the outcomes that we are all pressing towards, we will all be better served when we look at the ATSIC estimates each six months at the Senate committees.
