(Question No. 453)

Senator Patterson asked the Minister for the Arts and Administrative Services, upon notice, on 20 July 1993:

  (1) When will the review of the issue of copyright on music recordings begin.

  (2) Who or what bodies will complete this review.

  (3) How will the review be conducted.

  (4) Are there any terms of reference for the review; if so, what are they.

  (5) Is there a date by which the review will be completed.

  (6) To whom will the review body report.

  (7) Will the findings of the review be made public.

Senator McMullan —I have been advised that the answer to the honourable senator's question is as follows:

  (1) The review has already commenced.

  (2 & 3) The Music Industry Advisory Council (MIAC) has reported to Government on relevant issues, including industry views. An expert consultant has been engaged to conduct the review.

  (4) The terms of reference are to consider copyright on music recordings taking into account local competition conditions and prices, world trends in copyright trade and the MIAC recommendations.

  (5) By the end of the year.

  (6) To the Government.

  (7) It is expected that the findings of the review will be made public.
