Senator GARETH EVANS (Leader of the Government in the Senate) —Mr Clerk, I remind the Senate that the time has come when it is necessary for the Senate to choose one of its members to become President. I propose Senator Sibraa, and I move:

  That Senator Sibraa take the Chair of the Senate as President.

The Clerk —Are there any further nominations? There being no further nominations, in accordance with the standing orders, Senator Sibraa is elected President and will take the chair.

  Senator Sibraa having been conducted to the dais—

  The PRESIDENT (Senator Sibraa)—I thank all honourable senators for the high honour that they have bestowed upon me today in re-electing me for what is now the fourth time. I well recall that, in February 1987, I went to Senator Ray and asked, `Do you think that I should stand for the position?'. He said, `Why not—you'll probably get into the history books as the shortest serving President of all time!'. I am personally very pleased, of course, that that has not happened. I can assure you all that I am very much aware of the responsibilities attached to the office of President that you have elected me to today, and with your permission I shall now occupy the chair.
