Senator Alston asked the Minister for Veterans' Affairs, upon notice, on 4 May 1993:

  Could a shell copy of each letter sent by the department at any time during the past three years to the department's clients advising of a change in entitlement due to a policy change or due to indexation please be forwarded; if not, why not.


Senator Faulkner —The answer to the honourable senator's question is as follows:

  Each year the Department advises veterans and war widows on numerous occasions. Shell copies of 13 letters used by the Department to advise clients of a change in entitlements due to a policy change or indexation change are attached. A copy of this attachment has also been provided to the Table Office.

  Included with the actual shell copies is a copy of the Department's Payment Advices System. This is a system where appropriate paragraphs are selected in the preparation of advice letters to clients where the text suits the client's particular needs.

  Some of the examples of the shell copies provided have been produced from the system while others have been specially prepared.
